The Dulmia World Congress is the legislative body of government that presides over global decisions for the dulmCraft server. The DWC is a unicameral legislature, consisting of 69 members. Each member of the Dulmia World Congress is a representative elected from all counties and territories. The Dulmia World Congress meets at the new Capitol located in Spawn City, Neutrium. Formal meetings happen every week, but many other informal meetings happen all over dulmCraft, from cafes to apartments to gas stations.
Elections
The DWC's formal elections happen twice a year; one in February and one in September. All members serve a 6 month term. Any new member has to be a formal resident of the area for at least 1 month to qualify as a candidate. The Congress has two speakers: the de facto Speaker, who is crlowman and the de jure Speaker, who is bicboi555. They alternate their time in between meetings.
Functions
The Congress' main functions is to pass bills and make laws, subject to the veto of the Owner of the server. However, the veto can be overridden by a plurality vote. The DWC has bilaterial power in altering the Constitution of dulmCraft. As is with the video, the amendments can be passed with the plurality party vote.
